OTTAWA, TODAY – Mr. Stéphane Ouellette, President and Chief Executive Officer, Merchant Navy Commemorative Theme Project (MNCTP), announced the appointment of Dwight MacAulay as Honorary Governor to the Board of Honorary Governors of the MNCTP, and Regional Director for the Province of Manitoba.
MacAulay recently retired as Chief of Protocol for the Government of Manitoba, a role he held with distinction since 1998, and previously served as Chief of Protocol for the Government of South Australia. Over his distinguished career, he coordinated Royal visits, international trade missions, major commemorative events, and high-level diplomatic engagements with world leaders.
Among his many accomplishments, in collaboration with the MNCTP, he was instrumental in launching Manitoba’s first Merchant Navy Day Proclamation in 2015, and celebrating the lifetime achievements of Sir William Stephenson. In addition, MacAulay will serve as the MNCTP’s Regional Director for the Province of Manitoba. In this capacity, he will: coordinate provincial Merchant Navy Veterans’ Day commemorations; and (as Past President of the Intrepid Society), honour the legacy of Sir William Stephenson.
His honours include the Queen’s Golden, Diamond, and Platnum Jubilee Medals, and was appointed by Her Majesty The Queen as Lieutenant, and later as Commander of the Royal Victorian Order—the highest rank attainable in Canada within the Order.
Dwight MacAulay’s public service legacy is matched by his exceptional volunteer leadership. He has served on the boards of numerous cultural, historical, and charitable organizations, including the Winnipeg Press Club, the Royal Commonwealth Society (Manitoba chapter), the Manitoba Historical Society, and the Fort Garry Horse Regiment Senate. His contributions span heritage preservation, arts promotion, and community service, reflecting a lifelong commitment to honouring history and fostering civic pride.
As Regional Director for the Province of Manitoba, his primary responsibility will be to plan and coordinate the annual Merchant Navy Veterans' Day ceremony—ensuring it reflects the dignity, history, and significance of Canada’s maritime legacy."
